Open for Comment: Utah Underground Injection Control Program; Class VI Primacy

Environmental Protection Agency — The U.S. Environmental Protection Agency (EPA or Agency) has received a complete Underground Injection Control (UIC) program revision application from the State of Utah, requesting primary enforcement responsibility (primacy) for Class VI injection wells under Safe Drinking Water Act (SDWA) section 1422. The EPA's approval of the State's UIC program revision application would allow the Utah Department of Natural Resources, Division of Oil, Gas and Mining (DOGM) to issue and enforce compliance with UIC Class VI permits for injection wells used for geologic carbon sequestration. In this action, the EPA proposes to approve Utah's application to implement the UIC program for Class VI injection wells located within the State, except those on Indian lands for which the EPA retains primacy. The EPA has determined that Utah's UIC Class VI program meets Federal requirements for primacy under SDWA section 1422 and the applicable implementing regulations in 40 CFR parts 144, 145, and 146. Open for Comment: Fisheries of the Exclusive Economic Zone Off Alaska; Modify Groundfish Season Timing in the Bering Sea and Aleutian Islands and Gulf of Alaska Groundfish Fisheries

Commerce Department — NMFS proposes two technical revisions to regulations for the opening and closing times of groundfish fisheries in the Bering Sea and Aleutian Islands (BSAI) and Gulf of Alaska (GOA) management areas. First, this proposed rule would authorize NMFS to determine the opening and closing times for the sablefish Individual Fishing Quota (IFQ) and Community Development Quota (CDQ) fishing season, taking into consideration the halibut IFQ/CDQ season set by the International Pacific Halibut Commission (IPHC). Second, this proposed rule would allow NMFS flexibility to change the time of day for closing a groundfish fishery. This proposed rule is necessary to minimize regulatory discards, reduce uncertainty for fishery participants, and enable fuller utilization and more precise limitation of allowable harvest. This action is intended to promote the goals and objectives of the Magnuson-Stevens Fishery Conservation and Management Act (Magnuson- Stevens Act), the Fishery Management Plan for the Groundfish of the BSAI Management Area (BSAI FMP) and the Fishery Management Plan for the Groundfish Fisheries of the GOA (GOA FMP), and other applicable laws. Open for Comment: Conversion to State-Chartered Credit Union

National Credit Union Administration — The NCUA Board (Board) solicits public comment on a proposal to remove a regulatory provision regarding the process for maintaining federal share insurance following the conversion of a federal credit union (FCU) to a state charter. The provision is unnecessarily duplicative of a similar provision contained in NCUA's Chartering and Field of Membership Manual (Manual), and is outdated, having been superseded by amendments to the Manual. Open for Comment: Notification to Members/Shareholders

National Credit Union Administration — The NCUA Board (Board) solicits public comment on a proposal to streamline the methods a federally insured credit union (FICU) may use to provide its members with notice of share insurance coverage. The current regulation is overly prescriptive, mandating that a FICU make available hard copies of certain prescribed materials. While a FICU would still be required to provide notice to members, the proposed rule would defer to the FICU on the method used for such notification. Among other methods, a FICU may elect to provide members with a link to updated online resources that will be maintained on the NCUA website. The Board believes the proposed rule will provide greater flexibility, reduce compliance costs for both NCUA and FICUs, and ensure that members are provided with up-to-date information regarding share insurance coverage. Transportation Department — The FAA proposes to adopt a new airworthiness directive (AD) for all Airbus Helicopters Model AS355E, AS355F, AS355F1, AS355F2, and AS355N helicopters. This proposed AD would require verifying the serial number and amendment of the log cards of the affected parts, and depending on the findings, performing a one-time borescope inspection to verify consistency between the log cards and the affected parts. Depending on the inspection results, this proposed AD would require replacing or re- identifying certain parts. This proposed AD would also prohibit the installation of certain fan wheels and impeller second stages on any helicopter. Open for Comment: Radio Broadcasting Services; Selmer, Tennessee

Federal Communications Commission — In this document the Federal Communications Commission (Commission) requests comments on a proposal to amend the Table of FM Allotments, by deleting vacant Channel 288A at Selmer, Tennessee, because it does not comply with the minimum distance separation requirements of the Commission's rules.
